I wouldn't say either is particularly better as there are different types of snow.

eg Dragon there is going for a more powdery feel

Disney snow is that wet clumpy snow that comes with freezing rain mixed in.

Dreamworks snow is that loose powdery snow you get when its really cold. It usually falls slowly over many hours.

Both are good representations of snow. Disney snow is a little too...heavy? I am not sure how to describe it but it seems a bit to solid for what it is. Dreamworks snow is a bit too powdery for what it is. That type of snow doesn't hang in the air like a dust trail. It gets lifted up and quickly falls away.

However, dreamwork's snow is a bit more like a dirt/dust effect because their whole movie wasn't built around snow, only this little sequence of shots, so they're probably adapting tools rather than making them
