There were some internal memos from Nickelodeon that were leaked in the early 90's and later corroborated by leaked documents from Cartoon Network a few years later.

These documents seemed to offer clarification on a few minor points in a larger plan to "Sexualize the pre-teens." It discussed more about the implications of this plan than the plan itself, but it was clearly stated in several key phrases that this would make the generations more easy to manipulate and control as consumers. That the children and subsequent generations of children exposed to this program would be more susceptible to subversive or sexualized advertising.

Although the documents were leaked in the 90's, most experts believe they make reference to a larger plan that is spoken of as if it has been in place for some time already and subject to continuous evolution.
