It may look like a solid object, but hair is actually made of lots of little strands of keratin. Each one is very thin, in fact we mammals often say "thin as a strand of hair" to describe things. There is a lot of space in between the hairs, even though they seem to "Cover" the skin. This space traps air and helps insulate us against the cold. however if you put hair in front of your eyes you can see through it easily, and especially light-colored hair like Star's (it contains less melanin, a pigment of ours) can show things through it.

You can see "through" bangs by seeing between the hairs in a way that's very similar to transparency given that drawing individual very thin hairs doesn't work for many art styles.

Its actually because, back before computers, anime was hand drawn and it wasn't as easy to layer colors! so instead they drew the eyes over the hair to make it easier on them!!! and then the generation growing up with anime that did this thought that it was a style choice (and a lot of these people draw mouths on the side of their faces when characters are in profile too!!!!!) and its ugly and pointless and lazy!! !!!!

Do you know what is stylization?

When the hair is over the eye but the eye is still visible the eye is drawn over the hair. When the hair blocks completely the eye them the hair is drawn solid.

This is another example why you should never give attention to anyone claiming to be female when it doesn't matter.
