Yeah, it's more like in the regular DCU, Y1 and other circumstances didn't make Bruce completely crazy.
I mean Batman was rough on some criminals in Y1 (he punched a cop through a wall) but in All Star he was gleefully running down cops (without killing them somehow) like he was Marv from Sin City. Him going through the events of Holy Terror would really explain why he goes on a different path than Post-COIE/Pre-Flashpoint Batman.

If we consider Millerverse in the same timeline, Batman was anti police in ASBAR, but pro police in holy terror and then DKR before Gordon steps down. Even has support of most of the locals and media in DKR, unlike ASBAR.
