Raven and Barda's backstories might get a bit heavy for little girls; even though this is the "kiddy" version, they will be delving into the characters' origins.

It's not just that too many girls liked it. The show was more popular than other shows among pre-tweens, tweens, and older audiences as well.
It's that it didn't capture ENOUGH of the 5-11 year old male market.

Harley's comic actually had a year-on-year increase between March of 2015 and March of 2015, so her sales aren't technically "dying" by any means. In the world of comics, she's doing well, and stores wouldn't be buying all those copies up unless they were able to move that merchandise to the consumers and make a profit. Nor would DC constantly sink money into the book if they didn't see profits after a few months.
BUT BUT BUT
Arkham Asylum sold 3 million units in its first month, Lego Batman is recognized by Guinness as the best-selling superhero videogame of all time with 13 million copies sold, and Justice League Unlimited was pulling 1 million viewers during first broadcasts. Comic Harley is popular among comics circles because of her portrayals before this series, and she's only retaining numbers because it's apparently appealing to those fans.

I'm not fucking arguing that she's more popular than Teen Titans Go! and its 2 million viewers/episode. But in the current world of comics, she's doing stellar (quantity wise, if not quality wise).
But if I'm allowed to hypothesize, the fact that Harley's had a bunch of exposure in other, non-comics media for two decades might be why they'd add her into the line: they're hoping mom and dad will remember watching her on tv in the nineties, and will buy her kid-friendly stuff as a result.

I can see Starfire doing really well a year from now, where it could easily stay in DC's top seven comics if it hits the right beats with the Harley Quinn/Teen Titans show nostalgia/people who want women as protagonists crowds.
