If you look through all the blog posts it seems pretty legit that it's been there since that date. Also the blog is way older. The youtube channel that the video was uploaded to is way older too. Typically when there's a viral hoax of this nature that's not the case.

If this is a joke/marketing stunt then it's got to be one of the most elaborate ever concocted.

The bear dude looks a bit similar to the one from that upcoming Mamoru Hosoda film.

This is a really high quality fake, but the style on a lot of the faces is a bit inconsistent and doesn't really fit any of the styles of animal cartoons from the supposed time period.
I'm personally assuming that one or two people have been working on this in private for several years for kicks, and they did an amazing job with the presentation, but it's most certainly not a legit 80/90's cartoon.
