He went out there in international waters, asked scientists and other people who wanted to make a utopia to come, and made a utopia with them.
Shield and FF thought it was bad because it disturbed the status quo, which was the reason for the story. Shield and FF are old Marvel standbys, things revert back to them. But it also remarks upon governmental meddling in foreign affairs that don't align with our own interests, even if they're not being hostile.
It was a good story, but brutal.

Seriously? His opening arc deals with how people in power can view the alien (literally, in this case), and how resistant they can be to treating them like actual people. One of the overarching themes of Transmetropolitan is that every last one of us is gloriously fuckin' weird, and still worthy of receiving basic respect.
