There's a sort of tradeoff between reliability and price. It's easy to find people who will work for next-to-nothing, but they're very likely to give up or pursue better offers.
There's also the question of exactly how much of the process you are looking to outsource. Do you know how to come up with panel layouts and framing? Do you know how to divide dialogue up into properly-sized bubbles, and position those bubbles in a readable way? It's going to cost more to hand someone a story and say "adapt this into a comic" than it will to hand them bubbled thumbnails and say "make this pretty".

well, i'm not going to pretend i'm a professional, but i certainly have an idea of how these things are supposed to work. but ideally i would work closely with a passionate artist who loves the story as much as i do and we work on it together, both doing some art-stuff and write-stuff

If you have a job you can easily sustain your hobby ($240 a month for two updates each week), but if you cared enough and had any talent as a writer you'd either be half competent as an artist and be able to make it yourself or the sheer talent to pull off your story with garbage art.
Basically, unless you want to make a publishable book and pitch it around at publishers, just buckle down and do it your goddamn self.

I dislike the modern comic format, specifically Newspaper comics. The industry is set up as an iron wall making it impossible to penetrate and get serialized. Newspaper comics especially turned to shit and now the only one worth reading is.
Web comics are an interesting zone, the art tends to be terrible and the story is not cohesive but its the only way for these artists to get noticed, especially in a push towards a purely digital world. However this often leads to the comic circling and not growing, and getting dragged on beyond its lifespan instead of the artist getting a reality check.
The comic scene is not dying but I doubt very much it will reach a stage where its competitive and a new artist has a chance to rise up, especially with DC and Marvel essentially being the only names anyone knows.

So Tony's motivation for being against using the precog is that Rhodey died?
That makes no sense. Sure, Rhodey wouldn't have died if it wasn't for the precog, but the alternative was to let Thanos steal a Cosmic Cube. The connection between Ulysses and Rhodey's death is tangential, it has nothing to do with the morality of Minority Report.
The conflict is supposed to be about whether or not stopping crimes before they happen and "punishment before the crime" is a good idea, but going to stop Thanos and War Machine and She-Hulk dying has nothing to do with this debate, so it feels forced if this is what motivates people to be against the precog.
