Yes, very much so. The show actually goes out of its way to give each and every character their own bit of development. Each episode just leaves you with a nice heartwarming feeling at the end, and the show touches on some themes in a surprisingly mature way. It's one of the better nicktoons to come out of the 90s, and one of the gold standards for SOL western animation, go watch it right now, you won't regret it.

HOLY TERROR was always supposed to be a BATMAN story. Not only that, but it fits on Miller's Batman timeline.

The driving force behind the changing of Harley Quinn is that an editor at DC has a massive skankification fetish (see also: Mary Marvel, Supergirl, Duela Dent). Probably Eddie Berganza because he seems like a disgusting person in every other field of his life.
It also makes it easier for Hot Topic sluts to cosplay her.
