Rocksteady and Bebop were the best part of the film.
It'll be a decade before another TMNT film, but this film did us the service of making sure Rockstead and Bebop were preferment parts of the series again.

it was broadcast in the evening after 8 for most of the 90's and was clearly labeled for an adult audience, and before socal media it was primarily childrens programing that got campaigned against.
one thing to remember is that befor social media it was difficult to have a reaction movment, and the only ones that broke the national seen were ones that got sponsored by existing groups or monied benifactors, and most of those were always afraid of poshing the line too far and being laughed into irrelevance, and for the most part, policing adults was considered ridiculous 25 years ago.
