Basically, the Canadian government ruled that a certain amount of every channels programming had to be Canadian, and they offered subsidies to studios to produce it.
A few savvy execs realized that they could make cartoons on the cheap and pocket the rest.
Canadian animation was great because it was a little bit cheaper than American, but still dine by dedicated professionals. Now, the passion is gone.
