Pre-Hydrox, he was just a dude who hated having random bullshit foisted on him. He didn't hate DOING things (considering he would often go along with Joel's plans when Joel was up front about them, like the time they quested for the World Gems or the time they went into the Internet), he just didn't like being forced into retarded plots with no warning. Combine that with his generally being TERRIBLE with the ladies, and you've got Phil Argus.
Post-Hydrox, I have no fucking idea. He sort of became an avatar for Matt Wilson at this point, openly disgusted with the world around him and the characters within. It's bizarre, the second they landed back on Earth Phil began to take this weirdly-nihilistic approach to everything he did. It started off innocently enough, just getting upset at random characters and trying to return to his post-space life, but near the end he was willing to alienate everyone around him and destroy the world for what amounted to petty grievances.
Of course, this destabilization of the character came around the same time that Matt Wilson stopped giving a shit about the series, so trying to figure out what Phil's fucking problem was seems kind of a moot point.

Yeah, I can see his point. Baleman was a start to finish deal. You watched Bruce train under the League of Shadows and adopt the darkness. You saw him at his weakest when he turns up at Rachel's location only to find Dent instead. Meanwhile Batfleck is already a Batman with a life's worth of experience. We don't see him struggle to deal with the death of a Robin, or any of the other things it's implied he's been through. So right now he's just a mammal-themed Punisher.
