I assume you mean 'animation that caters towards each age bracket' rather than 'all-ages' which is synonymous with g-rated stuff.
The biggest issue with the animation age ghetto isn't that you can't make cartoons with sex or violence be seen as acceptable, because people do it anyway with stuff like Superjail and Sausage Party. If anything those kinds of animations thrive on not being socially acceptable. What really stabs the industry in the foot is that it holds people back from making mature drama. The kinds of stories kids genuinely wouldn't get because they're too young to have lived through anything similar, but which are extremely hard-hitting and engaging for adults who understand the emotions of whats going on.

Literally just the games' stories.
They're structured and written in a way that making it like a Dragonball-type cartoon would be hilariously easy.
Each season is a different game. Spend a few episodes going after each mcguffin per season. Along the way, Shantae learns the dances, or she acquires gear (Pirate's Curse) that helps her in the quest for whatever she's searching for. Season finale episodes are the climactic battles against the respective big bads of each game.
Only real additions are more interaction between Shantae and the side characters- maybe they come along with her to find whatever-the-fuck or they at least run into each other from time to time in the field, adding to the Dragonball formula of a team of idiots looking for magical thingadoos.

Still not finished (Speck 30.6), but I don't see it ever being adapted well as anything other than a comic. As a cartoon it's too edgy for kids and there's no way it could get the necessary budget for live action.
