I don't know about Cockatiels - they're certainly colorful and lovely - but Cockatoos are parrots who socialize by screaming or making a ruckus. They absolutely need to be loud to have a good time every day which overwhelms new owners often. (One also has to talk them down afterwards because like children they're easyly excited but not really good at calming themselves down),

Ditto on the hair down, it's a damned good look on him. Not as attention grabbing as the... sweep, though.
