He's Bart Allen, grandson of Barry Allen, the Flash. His origin story is pretty convoluted -- Barry and his wife, Iris, travel to the 31st century, where Iris gives birth to their children, Don and Dawn, who would go on to become the Tornado Twins. Don had a romantic relationship with Meloni Thawne, daughter of Earth President Thawne and descendant of Eobard Thawne whom you may better know as the Reverse-Flash. But then an alien empire known as the Dominators invaded Earth and during the battle, Don sacrificed his life. Meloni would then give birth his son, Bart Allen.

Like Barry and Don, Bart also had a connection to the Speed Force, giving him superspeed powers. However, unlike them, he was aging at an accelerated rate. Even though he was only 5 years old, he already had the body of a 12 year old. To avert this, Bart's grandmother, Iris, sent him to the 21st century to train with the greatest speedster of all time -- Wally West. Wally was able to cure Bart of his hyper acceleration, but did not want to be bothered with training him, so he instead lent his protégé to the Zen Master of Speed: Max Mercury.

Living with Max in Manchester, Alabama, Bart would become the superhero "Impulse." As his name implies, Bart is very impulsive, but also kindhearted and always seeing the good in everyone. He doesn't ever take anything serious and, as you see, is very cute. Later on he becomes the Kid Flash and eventually the Flash, but lets not talk about those travesties and character assassinations.

The blonde one, wearing a green version of Bart's costume, is Thad Thawne, his evil clone.

Holy shit, sounds like the convulted version of Chibiusa, I guess that means he currently doesn't exist yet in the Rebirth comic along with Super boy. I have heard of Bart but never knew what he was about
