They easily can. You ever see an electric range glow red? That's about 1400F or about 800C (roughly). A gas flame is over 3500F / 2000C.
Aluminum melts at about 1200F 660C.
So it's entirely possible for a stove to melt a piece of aluminum cookware. OTOH, that would be assuming the cookware was empty. If there was any water in it then it would have to boil dry first.
