I think it's a case of which is better for which application. I agree that carmelized onions are delicious, but they lack the acrid "bite" of raw onion. And that's key to many sandwiches, especially if the rest of the filling is very rich or fatty.
As for why restaurants don't serve carmelized onions? Probably because they're labor-intensive to make (takes 40+ minutes easy), and you lose a lot of volume in the process. It takes many pounds of raw onion to make a single pound of carmelized onions, thus the ingredient cost is much higher.
