You can but its usually unbearably salty or otherwise overseasoned.
Maybe it works if the chips are very lightly seasoned, like those 'hint of lime" tortillas, or the Mexican ones that are just simple chili powder and not some MSG explosion fake cheese powder.
Best experience comes with the chip being the texture, and the dip having the flavor. They work as a team so pair it correctly.
