I'm trying to make high hydratation bread but it always too flat because I don't have a dutch oven. Can I use a stainless steel pan instead?

I assume you are talking about the no knead recipe? I've made it several times without a dutch oven. That method is mostly for creating steam, it doesn't alter the shape of the loaf unless it spreads out so much it touches the side of the pan.
When I make it I proof it in a banneton and use a baking stone and steam like I would a normal loaf, I've never bothered with a dutch oven.
The only time the bread is flat in my experience is when it's underfermented. With the no knead method it gets springy like you've kneaded the dough, but it takes 12-16 hours to get there.
