What's the highest ABV regular-ass-available-in-the-super-market-macro-brew beer?

Chimay Blue 9% abv.
There's quite a few Belgian brews that have a high alcohol content, and they're actually pretty fucking awesome, too.
Look for the trappist ales, and if you haven't tried the Chimay, do it. It's a darker brew that is malty, and generally delicious, as well as strong as fuck.
There's a few American takes on Belgium beer that aren't bad.

Recently picked up a few bottles of pic related, which I've seen at a few different places around town.
I also picked up both Raison d'Extra and 120 Minute (both ~18% abv) at a tiny convenience store down the street from me, but those are obviously both made in small batches so usually not easy to find.
dogfish head 2 hour IPA is like anywhere from 13-16 depending on the batch

Beers that have a higher abv are generally more expensive simply because they contain more ingredients. This becomes brutally clear to you when you start home brewing and costing out recipes.
Also Dogfish Head continually hops those (60,120, etc) beers, so you're also paying for labor and small batch. There's plenty of other shit that costs as much and definitely isn't worth it.
Dogfish Head could honestly charge a lot more for their limited releases and still sell out, but they don't (instead people buy them up and scalp them).

The strongest beer I've come across is Stones; double bastard IPA at 11%ABV.
