I'll share with you my burger recipe:
500gms pork/500gms beef, minced
2 boullion cubes beef flavour
2 eggs
1 tbsp oreganum, 1 tbsp paprika, 1 tbsp cornstarch, 1 tbsp sugar
250 grms bread soaked in water
50 grms fine breadcrumbs
mix everything very well (this is essencial so I use a latex glove to make sure everything gets thoroughly mixed), and put into the fridge to rest for at least 2 hours, before taking it out and form your burgers. I usually make a lot of them and freeze them, so I can eat them with salad after my everyday workout.

Lidl and Aldi are budget but do good bakery and fresh stuff
Morrisons is decent for their fresh market stuff but is similar to tesco all in all
Look for small independent markets, butchers and such as well as they do better fresh goods than the main stream supermarkets here

The only recipe I've ever seen for skittles is for skittle vodka, but I don't see why you couldn't break up the cookies into pieces and bake them into muffins or make ice cream dishes out of it.

You can't just dump it, but burghul/blé/cracked wheatcorn is pretty close to what you're looking for. Just soak it in boiling water a short bit first. It's usually around $1.99/lb. Oat is usually half the price and instant rice (which requires at least five minutes of preparation) can be around $1.35/lb, but wheatcorn is whole grain and has higher protein than instant rice.
