I can't tell you how often I spend less than that for family of 4 :P I guess it depends if you shop whatever the sale is, and if you like things made right, but if you don't have an herb garden or stocked pantry, getting that 2 Tbsp of toppings, whether nuts, herbs, or something else you have a more difficult time buying a small amount of...it can indeed add up when you have leftovers from ingredients. Rice is cheap, yup, so in this recipe, whatever on that. But bok choy is typically sold in a big heavy clump at $6/lb. I rarely get it, really. Dunno about the rest.
But, I can see like if you had a houseguest, who might enjoy cooking, say your visiting neice or nephew, it might be a social thing to put together a meal. I daresay it might be what some new young couples do with the dish. Drink wine, get drunk, cook together, and go to the bedroom.

If added to the broth when very hot any risk you have would be very low. You should never add too many beansprouts at once because it will lower the temp of the broth.
Your only real risk from bean sprouts is salmonella and it has an elevated risk compared to other vegetables, but by no means "the most dangerous" thing you can consume. You take a bigger risk eating sushi with raw fish

How do I make stir fry more flavourable? So far I tried:
1. soy sauce but too salty and tastes bland
2. sesame oil has a burnt taste to it (also bland)
3. ginger and garlic lose all flavour despite added to last 3 minutes
4. cayenne provided some heat to it but not much in flavour
I replaced the sesame oil with toasted sesame seeds which works somewhat but sesame do not provide much impact.
Is peanut oil any more flavourable than sesame oil?

I know it's cheating but I always use pick related as a base and build from there. It's good stuff.
Also little fish sauce
I do a mixture of hot water, brown sugar, ginger powder, a small amount of soy sauce, sesame oil, and gochujang pepper paste for the sauce. I also put in garlic early on the pan with oil.
Oyster sauce is your friend.
