I used to own this OP in black and it's incredibly versatile. I think the easiest way to tone it down is to wear it with a bolero or cardigan, which hides the childish puff sleeves and solves the "what do I wear on my wrists?" issue (wristcuffs are terrible for casual IMO as to normies they look like those things male strippers wear). Get a few black in different materials and rotate them to change up the look - this dress could be coordinated with pops of a colour like wine but for class I would just stick to simple solid black. I wouldn't recommend wearing anything with sheer fabric like thin chiffon or lace because the cap sleeves underneath will show and look weird.
For legwear, tights usually go over better with normies than knee-high/OTK socks (ankle socks are popular in the mainstream right now but would look unbalanced with long sleeves). Try opaque black tights and lace tights, you could maybe get away with a simple dark-on-black print but even really subtle digital prints like the ones IW puts out will usually catch a lot of attention from normies since they basically don't exist in mainstream fashion.
For shoes, boots or a low-heeled Mary Jane are going to be more normie-friendly and more comfortable than platforms or RHS. A low heel is going to look more mature than something totally flat, but big heels will come off as slutty/too much/too impractical for class in most places. Most of the time I went without a necklace and used the cross ties on the neck instead, since most people don't wear jewellery at university in my area, but you can tuck them in and use others to change up the look. I used to wear a simple VW orb necklace a lot and then a Moitie one or a choker when I wanted to look more gothic, and black beads if I wanted to pull it more classic.

Also, it's easy to change up the substyle of a coord with a versatile piece like this by changing the silhouette and poof level (girl in your pic seems to be going bell but I prefer this dress with an A-line), shoes, bag and accessories, and then doing hair and make-up to match. The easiest way not to alienate normies is to lean towards either vintage or gothic styling, and find that fine line where you look put-together but don't look like you've put too much effort in (YMMV depending on where you live, but in my area doing something like heat-curling your hair or wearing false lashes for class is a no-no, as it can make professors and students assume you're shallow and care more about your appearance than your work). No pigtails or other childish things (be very careful with bows and if you wear a beret, try to style your hair so it looks quirky and vintage rather than straying over into "trying to look like a schoolgirl" territory - i.e. don't wear twin braids with it). Hats, small hairclips and thin rectangle headdresses that look more like headbands are good. If you use a novelty item (like a large, simple heart bag) make it the only statement piece in your outfit - resist the temptation to do the matchy-matchy lolita thing and add in a heart necklace, heart clips and a bunch of other heart things.

This one in green. It's a nice slightly strechy fabric, but very light, so I wear a cotton skirt under it to even out the two petticoats I'm layering. It's really perfect for everyday wear because of the comfort :).
