No offense but your partner is too insecure. This person needs to understand that no matter how much some rando faps to your pictures and imagines you with them, it will never mean that you're going to leave your partner for the creeper. No volume of some guy on the internet's creepy fantasies and giving themselves the Stranger means they'll have ever even touched you, let alone engaged in anything sexual with you. Besides, I've been told on cosplay photos that cover me neck to toe by some skeez that he's fapped to the picture several times and wants to fuck me so bad that getting me pregnant would be worth it. So if someone's going to jerk it to your photos there is nothing you or your partner can do about it. This 'rule' is giving them the idea that they can control you and the behavior of people that see you, and in that way, your partner just plain doesn't live in reality. Cosplay whatever YOU want and don't live by random rules your partner uses that don't even have a basis in reality.

The issue isn't whether I'll leave her; we've been together over a decade and our relationship has never had a concern like this.

The issue is that my partner feels having people objectify me in such a way is disrespectful and she doesn't want me to be disrespected by strangers, which I find quite endearing. I'm accepting that she gets angry at people who look at me with ill intent, and we cosplay around that, very happily as a couple mind you. It does mean there are one or two things that I'll never cosplay, but I'm not losing any sleep over that. There are one or two things she would like to cosplay that we don't because I simply dislike the design/show/etc. Choices are very balanced.

I also understand that there are people who will jerk it to cute girls in full covered costume, but these are less likely to occur than, say, whatever popular Overwatch Character people are doing budoir shoots of.
I suppose you could call it risk reduction.

Discomfort in a relationship - especially over stuff that is caused by a 3rd party's reaction to you, not even you directly - is something that should be discussed, not immediately bowed to. It's not necessarily about reactions, it's just about something being sexual in nature and not wanting to share that with people not in the relationship. I think both points are valid. Unless there's a strong desire to cosplay a character, I understand the point of view that a person would not want their partner wearing such an outfit. I think the other partner should respect that, and not wear such an outfit.

However, I think exceptions should be made if the character in question is a "dream cosplay" of the person. The only character I can think of speaking for myself would be Etna. She is a favorite character of mine above all other characters. I think if the character in question particularly stands out to the wearer, that the partner should consider seeing past their views to make an exception. They could reach an agreement on such a thing like, "Well, you can wear this costume on this day up until the cosplay contest, but then I really want you to take it off," or maybe, "Yeah, you can wear this, but can you maybe save it for one day a smaller convention, and stick by my side while you are wearing it."

Oh yeah, she's definitely understanding when it comes to me and my "dream" cosplays. For example, I am doing a humanMidna cosplay, and her wearing very little/body suit made to look like skin does make my partner uncomfortable, but she's willing to accept me doing it, as long as I understand she might be a bit clinging on the days I wear it. Which, oh no, how ever will I cope with my partner wanting to hold my hand.
But that's also like, Midna isn't inherently a sexual character, whereas a hentai character, or someone like Kneesocks Daemon who I did want to cosplay, are made to be looked at with a sexual eye, so she has a preference against, and I respect that.
