To be honest I didn't even notice it until you pointed it out. Never noticed it in game either. Plus it might be difficult finding fabric that matches the rest of the suit, unless you're planning on painting it or getting custom fabric or w/e. This is a skin that would look best with a combination of armor and latex prostetics/movie makeup.
It's got a very MGR Raiden feel to it so thinner materials for armor and foam latex muscle work would look amazing.

Like anon posted before you can buy shaded bodysuits that would help you out in the figure department because of where the shading would sit or shade your own suit if you're making and it sounds like a good idea, look into Pu/faux leather or pleather and vinyl for the suit, it really depends on the look you're going for, I view the main blue fabric as something pretty soft and breathable, you could go for lyrca or a scuba knit, there's also a fabric that Sailor Moon cosplayers use a lot for their fukus too

If you're basing it off of your pic, it looks like she used some kind of knit fabric for the base. Normally structured body suits are made out of a woven material, so her choice looks a little cheap.

But I remember that when I was young I helped my mom when she was working an EMT class, and part of it was identifying causes of emergency.
One of them was severe electrical burns, they used some kinda makeup and the shit looked real as fuck. So find an EMT instructor and ask them to help with burn patterns.
