Besides these recommendations, one thing to remember is that getting shorts that have a hem at a smaller part of your thigh will help. I have legs that kind of bow out at the top, so usually I go for something that hits a few inches above the knee.

That's definitely the length I feel most comfortable in but I've only been able to find them in sturdier fabrics so they really emphasize the different widths of my upper and lower thighs. I'm hoping somewhere like Forever 21 or H&M will have some looser shorts that have an inseam longer than 1 inch.
