Nah that's not awful. That's pretty decent. Looking at that you can tell the person knows a bit about weathering and detail painting. It's not obtusely clunky.

It's one of those things you can tell that in 1-2 more costumes of this type they are going to be a master at it.

I'm pretty sure those are too opaque to be any sort of stocking (and if they are they aren't flattering when paired with the rest of her lingerie), my guess is on full fledged tights and she's trying to hide the fact they're tights.
There's also nothing cohesive color-wise or aesthetic-wise. I agree that the robe is the most visually interesting aspect, but they're making a point to show the inside seams instead of the actual robe, which makes it look cheap. Especially paired with the "oh look I'm Chinese lol" top and Victoria's Secret-tier bra.

My first time ordering Milanoope, my skirt was like that. Made for a flat mannequin but not a human being with a behind rounder than a wood plank. I wasn't comfortable and outright embarrassed, but I still really wanted to cosplay with it being my first con and I was alone for 80% of it.

I actually saw this in person at Katsucon, and yeah the photo posted really doesn't look bad, it looks like a nitpick. But in person it really wasn't well constructed. The beads were cheap as hell, the yellow fabric paint was peeling off, and the armor was just... bad. It was a good try I guess but nothing amazing. Seemed like she was just getting attention cause a couple of her group people were in good costumes. Again not terrible, but not well constructed at all.
