Construction wise, this isn't a bad cosplay. The armour is decently made and the fabric aspect, whilst a bit haphazard, isn't all that bad.

Accuracy wise... The wig and staff are right. That's it.

The colour is wrong, the character is practically fully clothed, the hair accessories go on the head not on the hips, she doesn't wear armour and is mostly in cloth, those are stripper heels.

I'm not against people flaunting what they got, I'm against people taken a non-sexualised/covered character and making them almost naked.

Especially when they're from a series that is FULL of half naked characters. Why not do one of them instead? I mean, with the same pattern pieces she could do most Janna skins, heartseeker Vayne or Valkyrie Leona, from the top of my head

This. I know the mermaid community, and they mostly just try to make pretty personas and swim around. Yeah, she could have done a better job, but it's not bad. Especially considering this particular outfit probably can't be taken in the water (so I doubt she'd spend much time and money on it).

I never have an issue as long as the shoe itself is in still relatively the same style. Like, if you're cosplaying a character where you'd really benefit from longer legs and that character wears basic black loafers, getting some black loafers that happen to have some big platforms is A-okay in my book.
