300 - 500: Good, aesthetically pleasing coord. Decent photo. Hall-shots and meet-up photos of a better coord will land it in this zone.
500 - 700: Damn good coord. Great photo, suitable make-up, well-lit, not ugly. Good color combinations and probably a popular-ish dress. Obviously knows how to accessorize.
800-1000: Exceptional coord. Obvious theme that is creative and eye-catching, high-quality photo with post processing, perfect color balance.
1000+: Godmode. You have created something the lolita world has never seen before. Colors are perfectly balanced, there is something new that we haven't seen before (that will likely be poorly imitated by others in the coming months), and the fit and styling is out of this world.

I don't think this is so black and white. It's not uncommon to CoF skip good coords and praice bad ones. You are right on the skintone, but I would put more weight in to cute face, famous, popular dress, OTT, decently done fandom etc. Also, the time you post and the comments you get matter. Coords that awakes discussion and other comments stays up more longer and therefor get more likes. You can have a good coord but bad luck and you post gets buried in minutes. There are a huge amount of nonlolitas in CoF which results to likes being quite bad indicator on what's really good. Those people are the ones who like rule breaking lolita, fandom coords and the most OTT things and don't appreciate simplier and more wearable coords.

This has all the elements of a fairy-inspired outfit, and it's lovely, but it's not lolita. While I do like more experimental coords, this doesn't adhere to even the most basic of principals. Lolita is based on Victorian-era children's clothes; there's a lot of flexibility in terms of adding costumey pieces, but things that would be considered sexual in Victorian-era fashion, such as undergarments and bared skin, stick out like a sore thumb.

Most JetJ and VM bustiers (and lolita "corsets" for that matter) are cut so that the skirt can still billow out from the narrowest part of the wearer's natural waist. The corset she's wearing is cut low and fitted enough that it's pressed against her hips, which interferes with the silhouette.

Yeah, I wouldn't say 800+ likes is necessarily a good thing. One coord in particular that broke the 1000+ barrier was blatantly cosplay with barely any actual lolitas liking the photo.

I've also noticed with my own photos that substyle, colour scheme, etc massively affects likes. AP prints are virtually guaranteed likes because people like seeing photos of what their dream dress looks like IRL even if it's a shoddy coordinate. Oldschool used to be super unpopular but anything black and white is easy likes now it's a trend, as your average CoF member has no idea about oldschool and won't notice obviously out-of-place details. Non-OTT classic, especially in dark colours, is really unpopular. Decent Bodyline coords get more likes than decent Taobao ones, I think from a mixture of people surprised to see a good Bodyline coord and newbies excited because it's a photo of a dress they own.
