It really depends on the dress I'd say. Some dresses already have a natural poof due to layered ruffles as this one, so it might only take one good petty. I once watched a documentary about Japanese lolitas though where some of them wore around 3-5petties (which desu all looked like they were bodyline which might be possible since the donki in akiba sells alot of bl)
