never got as many hugs as when I was Chopper from One Piece. Admittedly I was like, fourteen at the time but he was and remains a really recognizable and beloved cute character. Had a guy lift me at one point too.

Also, unless it's heavily padded you'll probably still feel the hugs in a mascot suit.

Happy go lucky characters from anime you like or games you like. This one girl cosplayed Shiro from DMWL and I couldn't help but hug her (and take a picture with her). Ahem (being a cute girl does help, but there's nothing more attractive than a genuine smile).

This all being said, if you want genuine affection, there's no quick and easy way to get it. You need to make friends. Best way to make friends is going to panels containing stuff you're interested in and making side conversation about things you're thinking about to people around you that you're interested in. Convert that into a fully fledged conversation after the panel. You can do this same thing if you just happen to see someone cosplaying something you're interested in.
