I do agree with this. I was very surprised by the lightness of the facric, but it didn't feel cheap to me. It was interfaced and sturdy at the top, and the skirt was lined so that it didn't get shifty or lumpy. It was obviously a conscious design choice, although a questionable one. As for the wrinkles, it's probably just because they were folded for travel, mine never looks like that.
So I guess whether or not you like the fabric is a personal preference, but I wouldn't say it's bad quality at all.
