I'd imagine you could just alter a regular pleated skirt tutorial to any length you wanted. I also recommend >>8950516, Cookie's is a uniform vendor that has their own home brand. For a shorter skirt, I was given a quote of 35-45 for custom size (because their site had only children sizes listed), and the link I posted was for a long pleated skirt that could be custom made as well.
