OP must be a rookie because anyone doing even an amateur circuit knows about lots of costumes worn for performances. I don't even watch figure skating routinely and I know Disney costumes are huge in figure skating. But I'll dump the ones I can find on YouTube because this sounds like it could be a fun thread, or at least better than the same feels and dramu threads we have for days on end.

Also, the old Sailor Moon series had an episode of them ice skating. You could cosplay them in their ice skating outfits, or in the actually sailor scout suit.

The second season of Kaleido Star has an figure skater in it,no there's some ice skating.

I like the idea of cosplay and figure skating. I'd say look for some cute Idol outfits. Most of them are very pretty and short enough to give you enough freedom to move while skating.
