Pretty cute, even though it doesn't conform to the lolita aesthetic. I don't see how 'nothing matches' though. There's like two shades of blue on the print, which is matched with the shoes/sock and accessories. The pink of the sweater, accessories and sock match. The stuff in her hair matches with her bag and star clip and necklace. The coord is busy, but it's not random (apart from the heart shaped bag, maybe and as >>8764053 said, the dotted fabric).

Ita means a coord is horrible. You can follow most of the lolita rules and still look awful. There are also some coords that have the lolita tag and while they aren't lolita it doesn't mean they are ita, just that they suck at words.
