It happens. I worked for a haunted house in october and would get off around 11pm - 3 am depending on what night it was and how much i had to do after we closed up shop. If it was early enough I'd head to one of the grocery stores that stayed open a bit later to get a few small snacks before heading home.
Nothing too not worthy happened since I would be there when most shoppers were at home, but I did freak out one clerk pretty good till she got closer and saw it was clearly make up.
Except you're on private property and the owner/security has the right to ask you to leave if they believe you're disturbing business. It doesn't matter if you're in a chicken costume or a scuba suit, if they don't like it you will get asked to leave and if not be forced off the premises by law enforcement, which is never pretty.
