That natural hair of hers is just a big nope, it's not Lolita appropriate cut wise. I'd wish she'd try out a wig with bangs, something to frame her face a little.
She really needs make-up, I know make-up isn't ever going to turn her into a pretty lass but it will polish up the whole look.
Nothing too flashy, just some foundation/powder, light eyeshadow, mascara, light peach blush and a bit of lip colour (gloss or translucent lipstick). Soft pastel or natural tones.
Nice make-up can really make any coord better imo.
People have told her these things several times already but she seems to ignore that advice.

I grabbed the quickest examples I could find for general idea. It'd all look better than what is already there with the puffy whites to tie that shrug into the outfit. With a print that busy (and unique) grounding the legs in something dark would balance it out better than something printed and anything with sheer or lace patterns is going to not be warm, you know since it's a winter coord.

You could still find a subtle texture or weave that would be visually interesting. If she wore tights or socks with designs on the side, and not the front, that would be acceptable, too. If you're set on it, I'll try. I'm getting a bit of an edgy scene kid vibe from the coord so we'll work on toning that down first.
Change out the shoes for mid-height black heels or non-platform boots. I'm usually all about clunk when it comes to shoes but I'm really not feeling this pair. Ditch the hip flask and the bad goth accessories. Change out that cross fabric because it's honestly just too busy, maybe for a fabric that has larger, more obvious crosses, or a plain colour altogether. Scrap the headbow, maybe replace it with something smaller and plainer, the shape of it also feels a bit off. The veil just isn't sitting right with the bare arms, come to think of it a simple, neat rectangle headdress might be better altogether. I can't see much else clearly in the photo but that's what I'm getting. Also, tidy up the nail polish, little details are all important!

It's from the Floral Notebook and I'm not sure about the fabric. It's nice and stretchy so that you can adjust the off-shoulderness of it but not cheap looking.

Outside of a few of the more subtle brand tights and socks I don't like patterned leg wear much in general with a print dress and I really don't like cheap high street patterned leg wear with Lolita at all unless it's really good quality stuff and very simple like a rib knit or seamed stocking or subtle pattern tights that matches in color very well. Longer skirts would make my legs look stumpy and shorter skirts would make my thighs look fat, and honestly my legs are pretty average-to-slender. There isnt a reason to worry about being banned for giving concrit. The reason we have change the concrit rule to it is implied and to say specifically you do not want it instead is to get more convo going.

If you are an asshole you will be warned for it but it is not hard to give suggestions without personally attacking someone. The sandwhich method works well for this if you are unclear about how to introduce suggestions without being harsh but from what I have seen most people are willing to listen to things like try a different wig. There is always those who dont, but again now the onus is on them for being clear about not wanting concrit. So far most bans are spam accounts, and post have been deleted for being too much but typically nothing more than that.

We cant change this assumption that cof is for asspats without people actually posting. That assumption is a self fulfilling prophecy at this point, everyone bitches here instead of posting on cof even when the concrit is good, and then there isnt really concrit given because of that. Also remember that your opinion is just an opinion, so if you suggest someone should wear busier tights and they disagree, it doesnt mean they wont accept any concrit, just that they prefer plainer tights in their coords. Some people are more willing to change some aspects over others.
