I think it's always been a bit more forgiving - unshirred brand from a decade ago is obviously smaller than recent releases, but quarter/half/full shirring dresses have been around from pretty early, and are clearly designed to cater to a larger sizing range. Even with older shirred pieces they certainly go up to what would be considered large for a young woman in Japan (talking over 70cm waist and 88cm bust, which is fairly large on a petite 5' 2" frame which is average height there)

Skirts yeah, but not dresses. For whatever reason skirts always seem to have the tiniest waists of all releases in every brand, like under 60cm minimums and barely any stretch, which I'll never understand (looking at you, IW). IDK about MM's sizing, though as I haven't owned anything from them.

Oh yeah..... Chibi Tenshi's managed to snag me the new re-release of my dream Boz nun dress, in my preferred length and colour, which sold out pretty much immediately.

Furthermore, you will probably have to pay scalper prices for Misty Sky, and I'm pretty sure the OP is the most popular. I'd say prepare to pay between 600-1000 for it.

Most consignment stores you can buy from directly. I've seen Misty Sky pop up on some of them, so you just kind of have to check regularly for updates. Here is a list of stores:

Lastly, auctions. Yahoo! Japan Auctions and Mbok are auction sites you can bid on using a shopping service. I use From Japan, and there's others such as Japonica, or real-life people like Chibi_tenshi that will bid for you. Since you're looking for Misty Sky, that's a popular print that you will find easily. Just use "misty sky" or "angelic pretty" as search terms. If you win a bid it will be sent to your shopping service domestically, and they will send it to you.
