That refers to the practice of keeping leopard geckos, bearded dragons, and even sometimes corn snakes on a substrate of exclusively sand. It's a problem because none of those reptiles are actually adapted for living on loose sand. It gets in their eyes and vent, can cause irritation and infection. For bearded dragons and geckos, the and can build up in their digestive tract and cause impaction and possible death. It is also hard on their joints. The pet industry still sells a product called calci-sand, which is advertised as """"healthy"""" for the aforementioned because it contains calcium and is good for them when they lick it up; this is not only wrong but also dangerous.

For beardies and leopard geckos, they are best kept on paper towel, floor tile, or a firm sand/soil type mix like excavator clay.

Either is fine. Whatever is easier to clean for you. Floor tile made of ceramic or slate is great for beardies as it retains heat very well. Pretty easy to clean, too.
