I was looking through the options and one caught my eye thus far, Generic Trade.
I have at least 250 dollars to start with, and I intend to be an active trader.
Recommendations?
Also while we're at it, what exchange should I choose? NASDAQ Or NYSE?

start by investing, not trading. grow your account until your account is big enough to with stand a loss here or there.
If you are new you should be learning how to make a balanced portfolio and risk management then get into trading stocks once you've built a solid foundation for yourself.

I used the wrong jargon in OP, execute me now if you must.
I don't see how I can make a portfolio with a measly 250 dollars though.
The question remains: What exchange and what broker for such a small amount of funds?
Trading212 is a nice one, its mostly forex and cfd, but cfd is basically stocks, its a derivative of them. The spread is lower than most other cfd brokers, so lower "fees" per stock
