For exchanges, it doesn't matter what Tether is at all. You see, its price is actually fluctuating a bit. It's tied to the real USD rate due to the fact that the Tether company actually pays you for USDT in real dollars. So it all works because of Tether's obligation to pay and the resulting arbitrage.
