I mean, defense super project already happen, particularly in the US. And yes, it's a corrupt mess, but our current capitalist system should be able to handle it.
Biggest problem is orbital transfer. Getting something out of Earth's gravity well takes way too much resources and pollutes the atmosphere in the process. So the next step would be space mining, orbital habitats with farming and manufacturing. Get as soon as possible to a point where we only transfer people from Earth and back, none of the materials.

once we are a space age civilization and much of the heavy industrial production is out there in the belt or at orbits the only question would be if we could rationalize the cost.
of course in the near future you can forget ion cannons and ftl drives, think more like auto-cannons and lasers for defense and shittons of missiles for offense and fusion drive or fission torches for drive.
First you need economy on Mars, then you can certainly expect massive airliner-like ships for Earth-Mars transit.
Although there are some nuts out there who want to live on Mars purely out of novelty of being a Martian, in order to move large numbers of people to this desolate desert you will need some strong incentives.

also there is a serious misunderstanding about space elevators. many fags think they are somehow more energy efficient. but it's not true. the energy require to move a ton of something into orbit is roughly the same with an elevator or a shuttle. but shuttles are billion times cheaper.
my guess is for raw materials and water mass drivers will be used after a while basically we will shoot them into orbit.
