Poor people, hell most people need to be given pretty clear incentives in order to be productive (i. e. to make people produce more than they consume). Furthermore, you need to have different kinds of productive work for different kinds of ordinary people. Some people can be quite smart with their hands or making things, so could be quite productive in fabricating or manufacturing of some sort, even skilled manufacturing, e. g. folks that know they're way around a machine shop; but those people may not have the best people skills, and may never really be able to develop them. Other people would be hopeless in those kind of jobs but can do a good job in a service industry, and would probably prefer the latter.
Ideally, I would want an economy that has multiple different ways for different types of laborers to participate productively. In other words, the labor potential of the population is often under-utilized. Part of the problem is that we don't have a particularly good system for channeling people into the right professions. E. g. many kids go to college to be a doctor or lawyer; but really many of them are ill suited to the professions the choose to pursue and don't make it to or through professional school. If they started a trade or service sector job instead of going to school, not honing or learning how to be productive, and then not getting into professional school, they would be more productive (maybe).
