I have £19,000 in an ISA, which sucks as it is only 0.3% per year interest (a decade ago this was 7-8%!).
What should I do with this money to safely earn more interest?

To safely invest the money put it into government bonds or a money market account.
Otherwise I'd recommend putting it into an index fund like vanguard bond-stock ratio accounts.

And in 2007 the average ISA rate was 5.5% so 7% isn't so far fetched.
OP: Keep some in a cash isa and dripfeed that cash allocation into a help to buy isa (Barclays, 2.27%). Put most in a stocks and shares ISA. Also consider taking some out of the isa wrapper and playing with some P2P, you can make 12% easily on MoneyThing or Ablrate.
