I got really drunk and came up with an idea for an application that I want to make to get that sweet sweet tech dollar

How do I develop it? Is there a program I can torrent?

Or where do I pay someone to develop it so I don't get zuckerjewed like the Winklevoss twins?

Yeah your gonna have to learn coding. Codecamedy has tutorials on how to code. I don't know what language you should learn. I think you will also need to learn PHP if servers are going to be involved.
