I read about a lady that won it 4 times, using statistics. Essentially, she looked up how many remaining rewards were left and bought vast amount of lottery tickets after presumably winning the first one due to dumb luck. She won $10m in 2010 doing this. Since she hasn't done this again, I have to presume that there's something in place to prevent this. Am I wrong, if not then why aren't the rich getting richer simply buying lotto tickets enmasse?

The potential jackpot is a fraction of the total cost of all the tickets, thats why. Any net gain from the lottery is due to luck.

People do this, the problem is logistics. As well as the cost of the tickets, you have to factor in the cost of labor to buy the tickets, as well as storing and tracking the ones you've bought.
My guess is that for the big lotteries the logistics are too expensive, and for the smaller lotteries the payouts are too low to make it worthwhile.
