If you can not, then try investing in good stocks such as Tesla and Santander, or cryptocurrencies (believe or not, it's not a meme), if you want security to your money, bitcoin will give you at least 20% profit in 1 year (but probably will give you a return of 40 up to 75% in a year). Or gold, gold will give you from 10 up to 30% in 1 year (real gold, not gold stocks)
And if you want more profit than that, you can either invest in promising coins such as Ripple or start a business.

There's nothing about a criminal record that prevents you from investing (unless you were convicted of securities fraud and restrictions were part of your sentence).
But if you think $25K is going to turn into a million bucks in 20 years you're criminally stupid. The only reason compounding and long-term investing works so well is that people add to their savings regularly. Those many small additions add up to a lot over time.

How safe of an investment is VCORX? It's a new fund, but Vanguard is solid. Should I be diversifying my mutual fund portfolio? I currently manage my IRA with TDAmeritrade, so I can't get some of the other Vanguard funds. What else should I be looking at?

I'm curious why you're looking at this fund specifically. Compare it to the Vanguard Intermediate-Term Bond Index (VBILX), for example. Essentially identical bond composition, and essentially identical average maturity. But VBILX has easier access to Admiral class shares ($10K versus $50K) and lower fees (0.09% versus 0.15% at Admiral class).
Also, VBILX has an ETF (BIV) so you should be able to buy it anywhere.
So, yes, adding some bond exposure is probably a good idea, and yes, intermediate term bonds are a decent place to start. But unless you have some specific reasons I'm missing, I'm not seeing VCORX over VBILX.
