Yeah you pretty much covered all the bases OP. I used to sell a lot in high school and college, but once I got my first internship I quit because it wasn't worth it anymore. The money is really good and usually it's easy but the stress can be a real killer. You're always looking over your shoulder and being sketchy. Once I saw a few friends get busted I realized it wasn't worth it, you'll end up spending whatever you made on bail.

You would trade it in an exchange, like pretty much any other future. If you're not a member if an exchange, you'd get your FCM to do it for you. Exchange traded stuff doesn't really have people telephoning around, you place an order electronically and it maybe gets filled. If you wanted to trade something that isn't offered on an exchange (like swaps), you could theoretically trade with anyone who wants to take the other side of it.

Lets say I have an idea for a product/system that will greatly reduce freeway traffic and congestion. Implementing said system would require government approval because it would involve installing physical hardware alongside roadways as well as changing/improving some of the current shitty driving laws that are in place.
Do I just schedule a meeting with someone in charge at the US DOT (Dept of Transportation) and pitch the the product along with a price? I wouldn't be pitching them just an idea, I would be delivering them a completed, tested, and proven product that would be ready to be put to use as soon as they approve and buy it.
Patents would be filed prior tony of this happening obviously. Would this be the right way of approaching it? By going down to the main people in charge of this particular agency and trying to persuade them?

I have been tasked with finding information on the costs of operations for other large marijuana cultivation greenhouses. I am looking to compare thier expenses to ours, I have to present this information to potential investors and I want to gauge a cost comparison between my company and others. I am looking for public information such as Material cost, Labor cost, Transportation cost, Distribution cost, Utility costs, Space cost, and any other Misc costs.
I have been doing some research myself but I have not been able to come across any good detailed information.

If they are traded on the stock market there should be plenty of info in their annual reports.
If they are privately owned then info will be harder to find. Plus these are cash businesses so there is less of a paper trail and accounts may not be accurate.
I'm not sure what the tax laws are in cali but there may be some publicly available records on the state tax website.
Otherwise you could try discreetly getting info from their suppliers/customers but your competitors
will be pissed when they find out.
There are private "business intelligence" companies that do this stuff and firms like dun & bradstreet but obviously that won't come free.
Basically this stuff is company confidential information that your competitors should take measures to protect, it's not an easy task.
