that's how I look at it as well. And I was preparing a questrade account in october before he won just for it, but I delayed it and my account only became operational and funded this week.
I've lost around 25% because of it. Some stocks have gained 40% others 10-15% in 3 months.

The easiest way that I can envision to exploit this is the following:
