China is a communist country and the Chinese government invest huge resources in domestic propaganda. This propaganda often takes the form of advertising campaigns like the ones BAT are intended to facilitate. To the CPC BAT could represent an opportunity as poor people would consume propaganda in return for a few measly BATs while more affluent people could afford to skip it. This actually suits them nicely as the poor will be brainwashed while the elites won’t waste their time or impair their cognitive faculties by consuming the State sponsored crap.
